There are several really good views of the Tampa skyline which I have posted about in the past, including my favorite, from Tampa General Hospital as seen in the first shot here. Some of my other old favorites include from the University of Tampa, Platt Street Bridge, and the top of the parking garage near Joe Chillura square. With the opening of Julian Lane Waterfront Park I now have another favorite viewpoint to add to the rotation. You can get reflections of the majority of the Tampa Skyline plus the Straz center in your compositions from the riverside walkways.
